There are many reasons a PDF won't open. If only the cross-reference table at the end of the file is broken, reconstruction has a good chance of saving it, but if data was cut off during transfer, missing content can't be invented.

We don't build file pickers for features that can't actually run. Here's the current status and what it would take to ship it.

Download it again
A file truncated during transfer is the most common cause. Fetching the original again is usually the fastest fix.
Try another viewer
Viewers differ in how much malformation they tolerate, so a different program sometimes opens it.
Repair is a "you only know once you try" task, so success can't be promised. We're starting with a step that diagnoses and reports the kind of damage.
